Strategy on high quality development of large and medium irrigation districts in the new period

论述了大中型灌区对国家粮食安全的支撑能力,分析了当前存在的不平衡不充分问题,阐明了新时期国家发展战略对灌区发展的要求,提出了灌区高质量发展的总体思路和目标。为实现大中型灌区高质量发展,提出推动实现“四个转变”、制定发展指南、推进智慧灌区建设、统筹“两手发力”、强化科技创新和示范引领等对策措施。

This paper discusses the processing capacity of large and medium irrigation districts for national food security,analyzes the existing problems of imbalance and inadequacy,expounds the requirements of national development strategy for the development of irrigation districts in the new period,and puts forward the general thinking and goal of high-quality development of irrigation districts.In order to realize the high-quality development of large and medium irrigation districts,the paper puts forward the countermeasures,such as realizing four changes,formulating development guidelines,promoting the construction of smart irrigation districts,“coordinating the efforts of both hands”,strengthening scientific and technological innovation and demonstration leading.
