化工园区水环境风险防范和应急体系建设探讨——以连云港石化产业基地为例

Discussion on Water Environment Risk Prevention and Emergency System Construction in Chemical Industry Park——Taking Lianyungang Petrochemical Industry Base as an Example

为建立可持续、绿色、低污染、低风险、高效率、高效益的现代化工园区,以连云港石化产业基地连云港徐圩新区的水环境保护为例,分析了化工园区存在的环境风险,如环境风险物质泄露,火灾及爆炸伴生、次生的环境污染。指出了化工园区建立环境风险防范和应急体系的必要性,提出了创新化工园区环境风险防范和应急体系的方法。应建立健全三级防范体系,合理规划化工园区功能区,整合优化化工园区环境风险控制标准和要求,建立完善的环境风险管理监控体系,解决水环境污染问题,保护自然环境和生态平衡发展,促进化工园区的长远发展。

In order to establish a sustainable,green,low pollution,low risk,high efficiency and high benefit modern chemical park,taking the water environment protection in Xuwei new area of Lianyungang petrochemical industry base as an example,the environmental risks existing in the chemical park are analyzed,namely environmental risk material leakage,fire and explosion associated and secondary environmental pollution.The necessity of establishing environmental risk prevention and emergency system in chemical industry park is pointed out,and the methods of innovating environmental risk prevention and emergency system in chemical industry park are put forward.We should establish and improve the three-level prevention system,reasonably plan the functional areas of the chemical park,integrate and optimize the environmental risk control standards and requirements of the chemical park,establish a perfect environmental risk management and monitoring system,solve the problem of water environmental pollution,protect the natural environment and ecological balance development,and promote the long-term development of the chemical park.
