建立不忘初心、牢记使命制度是十九届四中全会提出的坚持和完善党的领导制度体系的重要内容之一。中华优秀传统文化中的人本思想、我国革命与建设历程中始终坚持以人民为中心、中国共产党发展史的根本要求是其历史依据;中国特色社会主义制度及现代化强国建设需要的制度保障是其现实依据。对坚持以人民为中心、切实保障群众利益,学习制度理论、强化制度意识和自我革命意识,继续实施主题教育活动、坚持和完善党员干部人才队伍建设等实践路径进行探析。

The system of Not-forgetting the Original Intention and Keeping in Mind the Mission is an important part of the content of upholding and perfecting the party′s leadership system that is put forward in the Fourth Plenary Session of the 19 th Central Committee of the Party.The historical basis of this system is the humanistic thought in the excellent Chinese traditional culture, the idea of taking people as the center which is insisted on during the course of China′s revolution and construction and the basic requirements in the development history of the Communist Party of China.Also, the realistic basis of this system is the socialist system with Chinese characteristics and the institutional guarantee for the modernization construction to make the country more powerful.This paper makes an analysis of such practical paths as insisting on the idea of taking people as the center, really protecting people′s interests, learning systematic theories, strengthening the consciousness of system and the consciousness of self-revolution, continuing to carry out theme education activities, upholding and perfecting the construction of talent force of party members and cadres, etc.
