台商投资融入大陆“双循环”新发展格局研究

Research on Integration of Investment from Taiwan Businessmen into the New Development Pattern of“Dual Circulation”in the Chinese Mainland

构建“双循环”新发展格局是大陆主动适应国内外环境新变化,推进经济高质量发展的战略抉择,将对台商投资产生积极的影响。近年来,大陆投资环境持续改善,对台商吸引力增强,台商在大陆投资已形成区域效应显著、产业集聚增强、龙头企业跟进、金融合作深化、载体作用提升等发展特征。当前大陆初步构建起“双循环”新发展格局,经济动能有序转换、经济增长内生性增强、贸易结构持续优化、两岸产业合作深化等利好因素,为台商赴大陆投资提供了新的机遇。大陆应把促进台商融入“双循环”新发展格局作为目标,以优化环境提升融入动力、以完善载体拓宽融入渠道、以多元合作提升融入效率,积极引导台资企业产业嵌入,有序推动台资企业转型升级,并重点围绕台湾地区八个优势产业,进一步拓展两岸产业合作空间,促进两岸经济融合发展。

Constructing the new development pattern of“Dual Circulation”is a strategic choice for the mainland to actively adapt to the new domestic and international environmental changes and promote high-quality economic development,which will have a positive impact on Taiwan businessmen’s investment.In recent years,the investment environment in the mainland has been continuously improved and its attraction to Taiwan businessmen has increased.Taiwan businessmen’s investment in the mainland has formed development characteristics such as significant regional effect,enhanced industrial agglomeration,follow-up of leading enterprises,deepening of financial cooperation and improvement of carrier platform function.At present,the mainland has initially established the new development pattern of“Dual Circulation”.Favorable factors such as the orderly transformation of economic kinetic energy,the enhancement of endogenous economic growth,the continuous optimization of trade structure and the deepening of cross-strait industrial cooperation provide new opportunities for Taiwan businessmen to invest in the mainland.The mainland should aim to promote the integration of Taiwan businessmen into the new development pattern of“Dual Circulation”,improve the integration power by optimizing the environment,broaden the integration channels by improving the carrier,improve the integration efficiency by diversified cooperation,actively guide the industrial embedding of Taiwan funded enterprises,orderly promote the transformation and upgrading of Taiwan funded enterprises,focus on the eight advantageous industries in Taiwan,further expand the space for cross-strait industrial cooperation and promote the integrated development of cross-strait economy.
