推进高等教育高质量发展是发挥我国高等教育体系对服务国家经济社会发展需要、适应高等教育自身发展需要和应对国际环境变化挑战的重要战略。高等教育高质量发展是一种以提高质量为导向、以高质量高等教育体系为基础、旨在促进经济社会发展和人的全面发展能力提升的高等教育发展理念和方式。高等教育高质量发展由国家、院校和个体三个层面的实践构成,具有以质量为核心、注重公平发展、支持开放多元发展、对外开放与自主发展并重、强调区域协调发展、坚持育人为本等基本特征。实现我国高等教育高质量发展,需要构建开放多元高等教育体系,协调对外开放与自主发展,推动高等教育区域协调发展,坚持育人为本教育理念,发挥学生的主体能动作用。

Promoting the high-quality development of higher education is an important strategy for giving full play to the Chinese higher education to serve the needs of Chinese economic and social development,to adapt to the developmental needs of higher education,and to respond to the challenges of international environment.The high-quality development of higher education,as a new kind of concept and method,is oriented to improve higher education quality and aimed at promoting economic,social,and individual development.The high-quality development of higher education consists of practices at the national,institutional,and individual levels,with the basic characteristics of focusing on quality and fair development,balancing opening-up and independent development,promoting coordinated development,and giving priority to educating people.In order to achieve the high-quality development of China's higher education,multiple stakeholders should construct an open and diversified higher education system,keep the unity of opening-up and independent development,promote regional coordinated development of higher education,adhere to the education based on human cultivation,and give full play to the student agency.
