摘要 中国特色社会主义新时代主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。这一矛盾反映到教育上,就是人民日益增长的优质教育资源需求和当前优质教育资源发展不平衡及总量不足之间的矛盾。这也表现为由于中小学教师不合理流动所加剧的城乡间、地区间、校际间的教育发展不平衡和教师专业发展受限而制约教育的整体提升。当然,这与现实条件的阻碍和相关主体对教师流动价值的认识不足不无关系。因此,新时代需要正确认识教师流动的价值,充分做好教师流动保障工作,提高教师流动的质量和效益,不断释放教师的潜能和促进教师专业成长而增加优质教师总量和提供更多优质教育,从而推动教育优质均衡发展。 The main contradiction in the new era of socialism with Chinese characteristics has been transformed into the one between people's growing need for a better life and unbalanced as well as inadequate development.Reflected in the field of education,it is the contradiction between the people's increasing demand for quality education and the current imbalance and inadequacy in the development of quality education.At present,it is prominently manifested as an imbalance in the development of education related to the unreasonable flow of teachers between urban and rural areas,between regions,and between schools.This has something to do with the constraints of practical conditions and insufficient understanding of the value of teachers'mobility.Therefore,in the new era,it is necessary to gain a proper understanding of the significance of teacher mobility,ensure the guarantee for the teacher mobility,and enhance the quality and effect of teacher mobility,so as to continuously enable teachers to unlock their potential,promote teachers'professional development,and increase the quantity of quality teacher and the quality education.These will eventually promote the balanced development of education.
