工业转型升级规划对高技术制造业创新效率的影响 被引量:1

The Impact of Industrial Transformation and Upgrading Planning on the Innovation Efficiency of High-tech Manufacturing

摘要 中国高技术制造业发展一直备受关注,随着科技发展不断提速,国家对相关智能制造产业政策的不断提出,创新驱动和产业政策对于高技术制造业发展的作用日益凸显。鉴于该类企业投入大、创新性强等特征,研究以《工业转型升级规划》为例的相关智能制造产业政策对高技术制造业创新效率的影响具有重要的理论意义和现实意义。文章基于2006—2017年《中国高技术产业统计年鉴》中省级面板数据,运用断点回归方法分析了自2011年《工业转型升级规划》发布以来,我国大力支持的智能制造产业政策对我国高技术制造业创新效率的影响,在此基础上,采用DEA-Malmquist指数模型测算了中国高技术制造业创新效率,同时将中国高技术制造业划分为东部、中部、东北和西部四大区域,对其整体效率进行比较和分析。 The development of China's high-tech manufacturing industry has always attracted much attention.With the continuous acceleration of technological development,the state has continuously proposed related intelligent manufacturing industry policies,and the role of innovation-driven and industrial policies in the development of high-tech manufacturing has become increasingly prominent.In view of the characteristics of large investment and strong innovation of such enterprises,research on the impact of relevant intelligent manufacturing industry policies on the innovation efficiency of high-tech manufacturing industry taking the"Industrial Transformation and Upgrading Plan"as an example has important theoretical and practical significance.Based on the provincial panel data in the"Statistical Yearbook of China's High-tech Industry"from 2006 to 2017,using the breakpoint regression method to analyze since the release of the"Industrial Transformation and Upgrading Plan"in 2011,The impact of the smart manufacturing industry policy strongly supported by my country on the innovation efficiency of my country's high-tech manufacturing industry,On this basis,the DEA-Malmquist index model is used to measure the innovation efficiency of China's high-tech manufacturing industry.At the same time,China's high tech manufacturing industry is divided into four regions:the east,the middle,the northeast and the west,and the overall efficiency is compared and analyzed.
