国家权力是政治整合的核心,是推进国家治理的基本手段。中华人民共和国成立初期的西南边疆治理面临着治理手段单一、治理能力薄弱、合法性重建等现实挑战。党和国家通过权力的系统性嵌入,推进了权力网络的全面建构和有效下沉,实现了现代国家权力在西南边疆社会有序生产,破解了长期困扰西南边疆治理历史性难题,推动了西南边疆有效治理。同时,现代国家权力体系不仅包含着合法垄断暴力的硬权力,还需要思想文化规约的软权力的有效支撑。新时代边疆治理的现代化,不仅需要借助强大的国家权力为依托,还需要努力根植国家文化基因,融入社会主义核心价值观,铸牢中华民族共同体意识。

As the core of political integration, state power is the basic means to promote national governance.Shortly after the founding of the People’s Republic of China, the Southwest frontier governance was faced with practical challenges such as single governance means, weak governance capacity, and legitimacy reconstruction, etc.Through the systematic embedding of power, the Communist Party of China and the Statehave promoted the comprehensive construction and effective delegation of the power network, realized the orderly production of modern state power in the Southwest frontier society, solved historical problems of governance troubled the Southwest frontier for long, and have thus promoted the effective governance of the Southwest frontier.Meanwhile, state power itself contains the hard power of legal monopoly violence andthe effective support of the soft power of ideological and cultural regulations.In the new era, the modernization of frontier governance should not only be based on the support of powerful state power, but also needs the efforts to root in the national cultural gene, integrate into the core socialist values, and consolidate a strong sense of community for the Chinese nation.
