摘要
当前我国消费力不足是制约经济发展的主要问题,得出这一结论的主要依据是市场供给过剩,进而把消费力不足直接等同于购买力不足。显然这一判断标准低估了消费相对于生产的应有作用,也忽视了消费相对于人的发展的重要作用。判断居民消费力不足的标准绝非单一因素,而是包括相对于生产供给的消费力不足、相对于需求导向的消费力不足、相对于系统结构的消费力不足、相对于人的发展的消费力不足等多维标准。依据多维判断标准,当前我国居民消费力不足既存在由发展缺陷导致的绝对不足,也存在由发展不充分限制的潜在不足,甚至存在与发展目标差距较大的相对不足,由此全面系统揭示我国消费力发展的现实缺陷、理论潜能及未来图景,为当前消费力不足的科学治理指明方向、确定目标和途径。
Currently, in China the insufficient consumption power is a major problem impeding economic development.The very conclusion is drawn based on the market oversupply, and the insufficient consumption power is regarded as the insufficient purchasing power. Apparently, the very judgment underestimates the due role of consumption on the production, and also neglects the important role of consumption on the human development.The judgement standards for the insufficient consumption powerof residents are not a single one, and they must be multi-dimensional standards, including insufficient consumption power relative to production supply, insufficient consumption power relative to demand orientation, insufficient consumption power relative to system structure, and insufficient consumption power relative to human development.According to the multi-dimensional judgment standards, there is not only the absolute insufficiency caused by the development defects, but also the potential insufficiency due to the insufficient development, and even the relative insufficiency caused by the big gap between the development goals.Thus, the article has systematically displayed the practical insufficiency, theoretical potentials and prospects of consumption development in China, and offered the direction, goals and paths for the scientific governance of the current insufficient consumption power.
