乡村振兴背景下黔南州易地扶贫搬迁新市民职业教育研究

Research on the New Techniques of New Citizens of Poverty Alleviation and Relocation in Qiannan Prefecture Promoted by Vocational Education in the Context of Rural Revitalization

自2018年以来,黔南州易地扶贫搬迁劳动力13.74万,其中有12.46万人实现就业;开展职业技能培训4.83万人次,累计投入培训资金约2.21亿元。7个县(市)易地扶贫搬迁劳动力培训项目资金总体呈现上升趋势,其中,以福泉市年均增长率为最高(59.3%);在搬迁安置点培训项目方面,平塘县的累计项目培训数最多(497个);新市民希望接受2种以上工种技能培训为92.7%。鉴于此,搬迁新市民要实现融入快、就业快、就业稳、能致富的目标,其首要条件是必须拥有更多的新知识、新技能。因此,职业院校应紧紧抓住乡村振兴政策,肩负起政治责任与使命担当,主动推进职业教育培训前移、构建新型培训模式、组建职业教育集团、加强师资队伍能力和教学资源库建设,协助做好易地扶贫搬迁后扶持的后半篇文章。

Since 2018,the labor force for poverty alleviation and relocation in Qiannan Prefecture has reached 137,400,of whom 124,600 have achieved employment;48,300 people have received vocational technique training,with a total investment of about 221 million yuan.There is an overall upward trend in the funding of labour training proj⁃ects for poverty alleviation and relocation in seven counties(cites),with the highest average annual growth rate(59.3%)in Fuquan City;As far as the training program of relocation and resettlement site is concerned,the cumula⁃tive number of project training in Pingtang County is the largest(497);92.7%of the new citizens hope to be able to receive training in more than two types of work skills.In this regard,the primary condition for relocated new citizens to achieve the goals of fast integration,rapid employment,stable employment and getting rich is that they must pos⁃sess more new knowledge and new techniques.For vocational colleges,they should firmly grasp the policy of rural re⁃vitalization,shoulder political responsibility and mission,take the initiative to push vocational education training for⁃ward,build a new training model,set up vocational education group,reinforce the ability of teachers and the con⁃struction of teaching resource database,and strive to continue to assist in the latter part of the support after poverty alleviation and relocation.
