摘要
文章基于2010—2018年中国287个城市数据,从经济增长、社会包容和绿色生态三个层面构建了中国城市包容性绿色增长的ESG分析框架,并采用Zenga指数和空间计量模型探讨中国城市包容性绿色增长的地区差异与空间收敛。研究结论认为:一是从总体上,中国城市包容性绿色增长(IGG)水平呈稳步上升趋势,其中经济增长与社会包容维度上升较快,绿色生态增长缓慢;二是IGG的Zenga指数呈波动式下降趋势,组间差异远大于组内差异;三是IGG存在空间条件收敛,社会包容的收敛速度最快,经济增长和绿色生态的收敛速度相当;四是IGG还存在俱乐部空间收敛,其中领跑者的收敛速度最快,跟随者的收敛速度最慢。为此,研究认为中国需制定合理的包容性绿色增长评价体系和考核机制,加强绿色发展与生态文明建设,扬长补短,以期加快实现中国城市包容性绿色发展的目标。
Based on the data of 287 cities from 2010 to 2018,this paper constructed the ESG analysis framework of inclusive green growth in Chinese cities from the perspectives of economic growth,social inclusion and green ecology.In this paper,Zenga index and the optimal spatial econometric model are selected to explore regional differences and spatial convergence of inclusive green growth in Chinese cities.The results show that:Overall,the level of inclusive green growth in Chinese cities(IGG)has been on a steady rise,among which economic growth and social inclusion have risen rapidly,and green ecological growth has been slow and basically stable.The Zenga index of IGG shows a fluctuating downward trend,in which the difference between groups is much greater than the difference within groups.There is a convergence of spatial conditions for IGG.Among them,social inclusion converges at the fastest speed,and economic growth and green ecology converge at the same speed.There is also convergence of club space in the IGG.Among them,the leader converges the fastest and the follower converges the slowest.To this end,it is proposed that China needs to develop a reasonable evaluation system and assessment mechanism for inclusive green growth,and needs to strengthen green development and the building of an ecological civilization.The purpose of this research is to accelerate the realization of inclusive green development of Chinese cities.
