摘要
突发公共卫生事件中出现的一系列非伦理行为,给危机管理带来新的挑战。文章在系统分析经典非伦理行为研究成果的基础上,结合危机情景下个体行为决策特点,界定和阐述了突发公共卫生事件中个体非伦理行为概念、特征及形成动因,构建了突发公共卫生事件中个体非伦理行为形成机制模型,以期为改进危机状态下个体非伦理行为治理提供参考。
A series of unethical behaviors in public health emergencies have brought new challenges to crisis management.Based on systemic analysis of previous studies about unethical behaviors and characteristics of individual behavior decision-making in crisis situations,the concept,features and causes of individual unethical behavior in public health emergencies were defined and expounded,and the formation mechanism mode of individual unethical behavior in public health emergencies was constructed,so as to provide a reference for improving the governance of individual unethical behaviors under crisis state.
