摘要
教育援助是日本实施全球化发展战略的举措之一。日本根据自身对非战略延伸的需要,将对非教育援助纳入东京非洲发展国际会议的各个层面,构建与欧美保持一致又自带日本特色的教育援非体系。令和时代召开的第七届东京非洲发展国际会议,从经济、社会、和平与稳定三大领域具体诠释了日本对非教育援助的主要内容,从而展现出新时代日本援助角色突出“实用主义”、援助方式依托教育培训项目、援助领域重点倾斜高等教育和职业教育、援助对象着重关注非洲青年等特征。日本积极开展对非教育援助的背后是其寻求扩大在非影响力进而提升国际竞争力,以实现日本产业全球化布局的战略意图。
Educational aid is an important fulcrum for Japan to implement its global development strategy. In accordance with its own needs for strategic extension to Africa, Japan has incorporated educational aid to Africa into all levels of the 7 th Tokyo International Conference on African Development(TICAD Ⅶ). Meanwhile, Japan has built a system of educational aid to Africa consistent with Europe and the USA with Japanese characteristics. Held by the Reiwa Era, TICAD Ⅶ has specifically explained the main contents and core measures of Japan’s educational aid to Africa from the fields of economy, society, peace and stability. Thus it shows new features of educational aid to Africa brought by Japan, such as highlighting "pragmatism" in the role of aid, relying on education and training projects in the way of aid, focusing on higher education and vocational education in the field of aid and emphasizing African youth as the aid target in the new era. Behind Japan’s active development of educational aid to Africa is its strategic intention of seeking to expand its influence in Africa and enhance its international competitiveness so as to realize the global layout of Japanese industry.
