Problems and Countermeasures in the Construction and Management of Hydrological Infrastructure

水文基础设施包括水文要素观测设施设备、附属设施、应用软件系统等,是实现水文业务的主要载体。水文基础设施建设项目存在点多、面广、单站投资少等特性,实施难度较大。对此在阐述水文基础设施建设基本情况基础上,从建设管理单位及各参建单位角度出发,总结归纳水文基础工程建设存在问题并提出解决对策,为今后实施此类建设项目提供借鉴与参考。

Hydrological infrastructure,including hydrological element observation facilities and equipment,auxiliary facilities,and application software systems,is the main carrier to realize hydrological services.Hydrological infrastructure construction projects are characteristic of many sites,wide areas and little investment in single station,which makes it difficult to implement.This paper expounds the basic situation of hydrological infrastructure construction,and from the perspective of construction management units and participating units,summarizes the existing problems in hydrological infrastructure construction and puts forward corresponding solutions,which can provide reference for the implementation of hydrological infrastructure construction projects in the future.
