浅谈我国医疗联合体的研究情况、构建模式与发展路径

Discussing the research situation,construction mode and development path of medical consortium in China

继2009年新医改颁布实施,到党的十八大提出2020年全面建成小康社会的宏伟目标,我国正逐步加深对医疗体制机制转化方向的探索,以建立健全覆盖城乡居民的基本医疗卫生制度为核心目标,不断加强基层卫生服务建设、统筹医疗设施资源合理分配、引导医疗人才资源分工专业化——在一定区域内构建由不同类型、层级的公立医疗机构成立的协作联盟或医疗集团,从而实现医疗资源有效分配及居民就诊合理分流,这种纵向整合医疗卫生资源的组织形式即为医疗联合体。建立有效的医疗联合体是落实新医改政策的重要措施,而多元主体共建分级诊疗机制的结果必然是医疗联合体的逐步成型。综合近十三年来国内学者对医联体发展模式的研究情况及研究成果,借鉴部分地区已有的医疗体制改革经验及医联体构建模式,探讨我国医联体未来的发展路径。

Following the implementation of the New Medical system reform in 2009,The Eighteenth National Congress of the CPC proposed the grand goal of building a moderately prosperous society in 2020,China is gradually deepening the exploration of the reform direction of the medical system,In order to establish the basic medical health system as the core objective,strengthen the construction of basic health services,and guide medical personnel resources.It can be said that the establishment of effective medical association is an important measure to implement the New Medical System reform policy.Summarizing the researching situation and the research results from domestic scholars in the past thirteen years,and the experience as well as the construction mode of medical system reform in some areas,in order to provide a reference for the future development of China's medical consortium reform.
