空间规划背景下关中城市群资源环境承载力研究 被引量:2

Actual resources and the urban environmental loading capacity of Guanzhong region at the premise of proper spatial planning

摘要 为探讨城市群尺度资源环境承载力水平的时空变化,以对未来规划提供决策辅助,并构建综合评价指标体系,运用熵权法确定指标权重,以TOPSIS模型为基础,结合离散系数、耦合协调度、相对发展和障碍度模型,分析关中城市群各城市2008—2017年资源环境承载力水平及承载力构成要素间协同机理的时空演变。结果表明,关中城市群资源环境承载力水平2008—2017年持续增长,其中西安、铜川和其他城市承载水平呈现由高到低的3级空间分布;10 a各城市社会发展水平和资源环境条件间的耦合协调水平主要为高水平耦合、中度协调,西安和其他城市呈现趋于两极化的耦合协调格局;各城市相对发展格局由资源环境超前型转变为同步发展型,近年来逐渐转向资源环境滞后型;资源类指标是影响关中城市群承载力发展的主要障碍因素。该结果可对城市群尺度国土空间规划的实施和其与现行规划的衔接提供参照。 The paper is aimed at making an analysis of the spatial and temporal evolution of resource and environment carrying capacity in Guanzhong urban agglomeration and the coordination of the urban areas based on the investigation results of the bearing capacity components from 2008 to 2017.And,for the given purpose,we have built up a comprehensive evaluation index system including the social development,the environment potential resources through entropy weight calculating and assessing of all the index weights.And,what is more,we have also calculated and worked out the resource and environment bearing capacity indexes of the entire urban agglomeration via the TOPSIS model.At the same time,the discrete coefficient between the carrying capacity index of each city has been worked out through the discrete coefficient model.And,then,According to the created coupling coordination degree model and relative development model,we have made a profound analysis of the coupling coordination pattern,as well as the relative development extents of the urban agglomeration situation from 2008 to 2017.And,last of all,a detailed exploration has been done to search through the impeding factors influencing the heightening the capacity level of each city in the past decade through the obstacle degree model.The above results gained indicate that:(1)During the ten years from 2008 to 2017,the resource and environment bearing capacity indexes in the region tends to go on with increase;For example,in terms of space,the carrying capacity level of Xi'an,Tongchuan and the other corresponding urban areas,tends to be in a descending order at the 3 levels;(2)The coupling coordination level between the social development and the resource and environmental sharing conditions of all the cities can mainly be said from high level coupling and medium coordination,with their own spatial patterns of coupling coordination turning to be polarized;And,(3)the relative development pattern of each city tends firstly to transform from the resource-environment leading type to the synchronous developing type so as to transform gradually into the resource-environment disharmonious type in recent years;And,(4)the resource index has become the main obstacle impeding the development of the bearing capacity of the urban agglomeration of the said region.And,so,the above analysis results can be said qualified enough to provide a reference for the implementation of the land space planning on the scale of the urban agglomeration so as to promote the land space planning cooperation and coordination according to the changing status-insitu for the time being.
