政府部门驻村帮扶的成效、问题及对策——以S省K厅帮扶F县5个村为例

The Effect,Problem and Countermeasure of the Government Department’s Help in Villages:Taking Five Villages in F County S Province as an Example

政府部门是脱贫攻坚的主体力量,驻村帮扶是其主要的帮扶方式,在脱贫攻坚中发挥着重要的支撑作用。本文以S省K厅驻村帮扶F县5个贫困村为例,在了解村情及驻村工作队帮扶概况基础上,主要从制度保障及产业支撑两大维度总结了K厅的帮扶成效,并从帮扶主体、帮扶客体、产业发展及技术培训四方面反思了存在的困境,进一步提出造血扶智、三产融合、优化培训、理顺机制四方面的政策建议。

Government departments are the main force in poverty alleviation,and helping in village is the main way,which plays an important supporting role in poverty alleviation.This paper takes five poverty-stricken villages in F County helped by K Department of S Province as an example.On the basis of the general situation of the villages and the working teams’help,this paper summarizes the effectiveness of help of K department from two dimensions of system guarantee and industrial sup-port.It also reflects on the difficulties from four aspects:helping subject,helping object,industrial de-velopment and technical training,and further puts forward four policy suggestions as follows:hema-topoiesis and intelligence support,integration of three industries,optimizing the content of the train-ing and straightening the mechanism.
