江苏科技创新70年:实践演进与能力跃迁

Seventy Years of Scientific and Technological Innovation Evolution and Capability Leap in Jiangsu

伴随着新中国成立70周年,江苏的科技创新事业取得了巨大成就,实现了历史性跨越。但在推进更高质量建设创新型省份的过程中,江苏也存在制约科技创新的“能力短板”。基于“演化—量化—质化”三维视角,在对新中国成立70年以来江苏科技创新发展实践进行系统梳理的基础上,对江苏科技创新能力跃迁及未来发展进行动态画像和路径规划。具体地,运用能力成熟度模型,将江苏科技创新能力成熟度分为5个等级。在明确江苏科技创新能力的关键过程域/关键过程子域的目标实现程度的基础上,研判目前江苏科技创新能力所处等级及其采用的科技创新范式。最后,基于江苏在科技创新实践过程中存在的不足,对江苏科技创新能力未来发展路径进行靶向规划。

Coming with the 70th anniversary of the founding of New China are the great achievements made in Jiangsu in scientific and technological innovation,the leap unprecedented.However,in the process of promoting higher-quality construction of innovative provinces,Jiangsu is also caught in the“capacity shortcomings”that restrict scientific and technological innovation.Based on the three-dimensional perspectives of evolution-quantitative-qualitative,with a systematically combing of the scientific and technological innovation and development practices since the founding of the People’s Republic of China,a dynamic portrait and path planning for the promotion and future development of Jiangsu’s scientific and technological innovation capabilities is drawn.Specifically,using the capability maturity model,the maturity of Jiangsu's scientific and technological innovation capability is divided into five levels.On the basis of clarifying the degree of achievement of the key process areas/key process sub-areas of Jiangsu’s scientific and technological innovation capability,the current level of its scientific and technological innovation capability and the innovation paradigm adopted are studied and assessed.Finally,for overcoming the shortcomings in the process of scientific and technological innovation practice,targeted plans are made for the future development of Jiangsu’s scientific and technological innovation capabilities.
