高校协同创新中心建设全过程绩效评价指标体系研究

Research on the Whole-process Performance Evaluation Index System of Collaborative Innovation Center Construction in Universities

协同创新中心是高等学校创新能力提升计划的重要载体,是高校实施联合创新的"试验田"。从决策、过程、产出、效果四方面出发,针对协同创新中心的特点,构建高校协同创新中心建设立项、目标设定、资金管理、过程管理、产出水平、创新效果的全过程评价指标体系,一方面可用于高校协同创新中心建设的全过程评价,另一方面适用于高校协同创新中心财政支出的绩效评价。

The collaborative innovation center is an important carrier of the innovation ability improvement plan of colleges and universities,and is a“test field”for colleges and universities to implement joint innovation.According to the four aspects of decision-making,process,output,and effect,and based on the characteristics of collaborative innovation centers,this paper constructs a whole-process evaluation index system for collaborative innovation center construction in universities,including project approval,goal setting,capital management,process management,output levels,and innovation effects.On the one hand,it can be used for the whole-process evaluation of collaborative innovation center construction in universities,and on the other hand,it can be used for the performance evaluation of financial expenditures of collaborative innovation centers in universities.
