在县域治理领域,鉴于治理体制已臻于完善和稳定,制度优势转化为治理效能的命题实质上是如何实现县域治理体制与基层社会有效衔接的问题,也就是要推动体制资源与治理事务、制度供给、群众需求的精准匹配。由于统一、分割、稳定、资源有限的体制与多样化、整体性、变动不居、需求激增的基层社会有内在张力,而治理机制创新则可以弥缝该张力,使二者更好实现对接。县域治理的机制创新将体制优势要素融入治理机制之中,充分整合和合理配置体制既有的人力、物力、财力、权力、政策等资源,通过创新资源结合的方式实现治理机制与治理事务的有效对接,推动体制优势转化为治理效能。县域治理要有机制创新的空间,同时也要防止治理机制的过度体制化。

In the field of county governance,given that the governance system has reached perfection and stability,the proposition of transforming institutional advantages into governance efficiency is essentially a question of how to achieve an effective connection between the governance system and the grassroots soci-ety.This also wants to promote the accurate match between institutional resources and management affairs,institutional supply and mass demand.Due to the unity,division,stability,limited resources of the system and diversification,integrity,change,demand surge at the grass-roots society has internal tension.So,the innovation of governance mechanism can bridge the tension and make the two better realize the docking.The mechanism innovation of county governance integrates the advantages of the system into the governance mechanism,fully integrates and rationally allocates the existing human,material,financial,power,policy and other resources of the system.Then,the effective connection between governance mechanism and gov-ernance affairs is realized through the combination of innovative resources,and the transformation of system advantages into governance efficiency is promoted.County governance should have the space of mechanism innovation,but also to prevent the excessive system of governance mechanism.
