我国金融安全面临的挑战及其政府治理创新策略

Challenges to China’s Financial Security and Innovative Strategies of Government Governance

金融安全是国家安全的重要内容。维护金融安全,是关系我国经济社会发展全局的带有战略性、根本性的大事。从国际来看,世界百年未有之大变局的加速演进,尤其是新冠肺炎疫情对国际经济发展的深刻影响,加大了全球的金融安全风险。从国内来看,金融安全面临的系统性风险、高杠杆风险、互联网金融风险和外部风险不容忽视。在此背景下,我国金融安全呈现出新问题与新特点,对政府加强金融治理提出了新挑战。为此,在统筹“两个大局”中需要深刻认识政府保障金融安全面临的现实困境与价值选择,尽快实现政府在金融安全的治理理念、治理机制、治理政策和治理方式等的创新,以健全完善金融安全政府治理的长效机制,切实保障国家金融安全。

Financial security is an important part of national security.Maintaining financial security is a strategic and fundamental event related to the overall situation of China’s economic and social develop-ment.Internationally,with the accelerated evolution of the world’s unprecedented great changes,especial-ly the impact of Covid-19 pandemic,global financial has been aggravated.From a domestic perspective,systemic risk,high leverage risk,Internet financial risk and external risk can not be ignored.In this con-text,China’s financial security reveals new problems and new characteristics,which poses new challenges to the government’s action to strengthen financial governance.Thus,in the overall planning of the“two o-verall situations”,we need to deeply understand the practical difficulties and value choices faced by the government to ensure financial security,and achieve the innovation of the government in the governance understanding,governance mechanism,governance policies and governance methods of financial security as soon as possible,so as to improve the long-term mechanism of government governance on financial secu-rity and effectively ensure the national financial security.
