从党建引领的村民自治迈向党委统领的乡村善治,是中国乡村治理范式的一次新飞跃。党委统领乡村善治的本质是以治理结构重塑实现治理价值回归;核心特征是以党委统领为主线,以多元治理结构为特征,以有效治理为目标。超越乡村治理内卷化困境、激发乡村振兴内生动力是迈向党委统领乡村善治的必要性逻辑。党建引领基层治理的实践探索、村级组织换届“一肩挑”改革、协商民主和参与式治理的尝试为迈向党委统领的乡村善治奠定了坚实基础。为实现党委统领的乡村善治,需要继续强化党组织对乡村振兴的统领权力,着力提升党组织和多元主体的治理能力,加快营造多元包容与合意共生的治理空间。
