跨区域治理中的毗邻党建及其作用机制——基于长三角地区毗邻党建实践的观察

Adjacent Party Building and Its Function Mechanisms in Cross-Regional Governance——Based on the Observation of Adjacent Party Building in the Yangtze River Delta Region

近年来,在中国长三角地区的一些毗邻区域,通过党建引领跨区域治理实践探索出了毗邻党建这一新型的党建模式。目前,关于毗邻党建的研究,主要停留在介绍和描述毗邻党建的背景、做法和价值方面,缺少对毗邻党建全面、准确的学理界定。毗邻党建的产生和发展与跨区域治理密切相关,它具有破解跨区域治理困境的作用。然而,从学理意义上探讨毗邻党建及其在跨区域治理中的作用机制的研究尚未开展,亟待学术界予以回应和探讨。通过对近几年来长三角地区毗邻党建实践的综合分析发现,跨区域治理中毗邻党建的作用机制涉及议题聚焦与拓展机制、小组机制、双委员机制、联合党支部机制、项目合作机制、文化交流机制等六个方面。

In recent years,some adjacent regions in the Yangtze River Delta region of China have ex-plored a new model of adjacent Party building in the process of cross-regional governance led by Party building.At present,a few researches about the adjacent Party building mainly focus on introduction and description of the background,practice and value of adjacent Party building,comprehensive and accurate definition of the academic theory of adjacent Party building is still relatively rare.The emergence and devel-opment of adjacent Party building is closely related to cross-regional governance,which plays a significant role in solving the dilemma of cross-regional governance.From the perspective of academic theory,the re-search on adjacent Party building and its function mechanisms in cross-regional governance has not been carried out yet,and it is urgent to be studied by the academic circle.Through the comprehensive observa-tion of cases of adjacent Party building in the Yangtze River Delta in recent years,it is found that the func-tion mechanisms of adjacent Party building in cross-regional governance include six aspects:the mecha-nism of topic focus and expansion,the mechanism of small group,the mechanism of double committee,the mechanism of joint Party branch,the mechanism of project cooperation,the mechanism of culture ex-change,etc.
