突发性公共卫生事件对全球价值链分工的影响及其机制研究

Impact of Public Health Emergencies on Global Value Chain Division and Its Mechanism

通过系统性地梳理突发性公共卫生事件影响全球价值分工的作用机理,由此提出了一系列待检验的研究假说,随后基于全球紧急灾难事件数据库和Eora MRIO跨国投入产出数据库展开了相关实证检验。研究表明,突发性公共卫生事件的爆发显著阻碍了全球价值链相关生产活动的开展;在机制分析中发现,这一影响主要是通过抑制投资的渠道对参与全球价值链分工产生作用。在机制检验环节引入契约环境指数后发现,优良的契约环境不仅能够直接促进参与全球价值链分工,还能够在一定程度上缓解公共卫生事件出现对全球价值链分工的冲击。

The impact of public health emergencies on the global value chain division of labor system has been less concerned in the past.This paper systematically combs the mechanism of the impact of public health emergencies on the division of global value and puts forward a series of research hypotheses to be tested.Then empirical tests are carried out based on the global emergency database and EORA Mrio transnational input-output database.The results show that the outbreak of sudden public health events has significantly hindered the development of global value chain related production activities,and mechanism analysis shows that the main way to inhibit investment is to inhibit a country’s participation global value chain division.Finally,the contract environment index is introduced in the mechanism test.It has found that a good contractual environment can not only directly promote a country’s participation in global value chain division,but also alleviate the impact of public health events on global value chain division to a certain extent.The study provides some useful references for optimizing business environment and building a safe and stable value chain and supply chain.
