“双一流”建设背景下高校纪律导向型廉政档案的构建

Party Discipline Oriented University Integrity Archive Construction from the Perspective of Double First-class Initiative

近年来,我国高等教育事业取得历史性成就,发生历史性变革,完善高校内部治理监督机制,是高质量推进“双一流”建设的必要条件。随着全面从严治党不断向纵深推进,当前高校廉政档案建设出现了未能突出政治建设,建档对象覆盖不全,评价区分度低,管理更新使用难度大等明显不足。以全面记录党员干部遵守党纪情况为核心的纪律导向型廉政档案,应能够有效覆盖监督盲区,提升评价科学性和精确度,有效激励干部教师担当作为,推动高校政治生态不断优化,促进和保障高校各项事业健康高质量发展。

There have been historic achievements and changes in China’s higher education in recent years.Historical changes call for a perfection to the internal university governance and monitor mechanism,which is the essential condition for high quality construction of Double First-class universities.With the all-round continuous and in-depth advancement of strict Party self-governance,current university integrity archives apparently fail to highlight political construction,with its incomplete archive coverage,a low evaluation differentiation,and an inconvenient application and management.New integrity archive construction centers on the Party cadres and members’disciplinary observance and violation,which can effectively eliminate the supervision blind areas,and improve the evaluation scientificity and accuracy.This can effectively encourage cadres and teachers to shoulder their responsibility,promote the continuous optimization of university political ecosystem,and guarantee university undertaking’s healthy and high-quality development.
