基于Topsis-PMC指数模型的开发区创新发展政策评价

Innovation development policy evaluation of the development zone based on Topsis-PMC index model

良好的开发区政策对开发区未来发展方向,解决开发区发展的瓶颈问题有着重要的指导意义。选取39项开发区政策文本,通过文本挖掘技术进行变量分类,确定"完美政策"的标准,结合Topsis-PMC指数模型对9项政策进行评价,并绘制PMC曲面进行可视化分析。研究结果发现,国家级政策和发展较好的开发区政策得分普遍较高,表明政策的完善程度对开发区发展具有指导作用,多数地方政策在产权保护和人才引进方面还需加以改进。

Good policies of development zones have important guiding significance to the future development direction of development zones and solve the bottleneck problems of development zones.Analysis and evaluation of existing policy texts can find their shortcomings,which is of practical significance to the improvement of policies.Select 39 development zone policy text,through the text mining technology to build a Topsis-PMC index model,and through the surface of PMC for visual analysis.The research results show that the policy scores of state-level policies and well-developed development zones are generally higher,indicating that the perfection of policies plays a guiding role in the development of development zones,and both state-level policies and local policies need to be improved in terms of property rights protection and talent introduction.
