政府购买社会工作服务政策执行的扭曲与矫正——源于公共理性视角的考察

我国政府购买社会工作服务政策在执行过程中被不同程度扭曲,影响了政策目标的实现。通过查阅政府购买社会工作服务的政策文本和已有研究的数据资料,借用政治学中的公共理性视角,能够对政策执行中的扭曲现象作出独到解释。政策执行的扭曲主要包括政府部门的执行扭曲、服务承接组织的执行扭曲和利益相关方的执行扭曲,它们对政策存在选择性执行、象征性执行和替代性执行的问题。矫正政策执行的扭曲行为,需要加强政府公职人员的职业道德建设、服务承接组织的专业精神培育和利益相关方的合作治理。

Our government's policy of purchasing social work services has been distorted to varying degrees in the implementation process,which has affected the realization of policy objectives.By reading the documents of government purchasing social work services policy and the data of existing research and borrowing the perspective of public rationality in political science,we can make a unique explanation for the distortion in policy implementation.The distortion of policy implementation mainly includes the distortion of government departments,service undertaking organizations and stakeholders,which have the problems of selective implementation,symbolic implementation,and alternative implementation.To rectify the contorting actions,it is necessary to strengthen the professional ethics construction of government public officials,the professional spirit cultivation of service undertaking organizations and the cooperative governance of stakeholders.
