人工智能视阈下区域教育整体性治理:困境、转变与行动路径 被引量:12

The Holistic Governance of Regional Education from the Perspective of Artificial Intelligence:Dilemmas,Transformations and Action Paths

摘要 探究智能时代的区域教育整体性治理,对消弭日益复杂的区域教育问题,避免跨部门政策悖逆,激活治理网络结构中的内聚力,为公众提供无缝隙的公共服务等,具有理论及现实意义。传统区域教育治理存在主体障碍、方式桎梏、决策行为破碎和技术威胁等多重梗阻,严重制约其治理能力提升和治理效能发挥。由此,可以基于整体性治理逻辑,从人工智能技术思维特征出发,通过探索区域教育治理的“价值共创”来形成利益共同体,以“整体智治”促进治理动力上扬,基于“协调整合”再造场景化决策流程,以人机共生视角推进“技术整治”。而这需要联通区域教育数据流动渠道,打造区域云边端协同结构,建构类脑功能智能体系,加强教育算法嵌入的伦理监督规制。 In the intelligence era,exploring the holistic governance of regional education is of great theoretical and practical significance to eliminate the increasingly complex regional education problems,avoid the policy contradictions of various departments,activate the cohesion in the governance network structure,and provide seamless public services for the public.There are multiple obstructions in the traditional regional education governance,such as subject obstacles,method shackles,behavior fragmentation,and technical threats,which severely restrict the improvement of its governance capabilities as well as the development of its governance effectiveness.Therefore,on the basis of the holistic governance logic,the paper starts from the thinking characteristics of the artificial intelligence technology,explores the“value co-creation”to form a community of interests in regional education governance,promotes the governance motivation upward with the“holistic smart governance”,recreates the scene-based decision-making process based on“coordination and integration”,and advances“technical remediation”from the perspective of man-computer symbiosis.To this end,it is necessary to connect the regional education’s data flow channels,build a regional cloud-edge-terminal collaboration structure,establish an intelligent system with brain-inspired functions,and strengthen the ethical supervision and regulation embedded in the educational algorithm.
