数字乡村韧性治理的建构逻辑与创新路径

Construction Logic and Innovation Path of Resilience Governance in Digital Village

面对新冠肺炎疫情防控和新时代乡村治理的挑战,数字乡村建设成为了乡村振兴的战略选择,也是推动数字中国建设的必由之路。数字乡村的韧性治理可以理解为是乡村脆弱性的对立面、乡村发展的动态过程、不同系统韧性的组合以及乡村多种稳定性状态。数字乡村韧性治理的建构,体现了秩序与发展的权力逻辑、利润与效率的资本逻辑、沟通与网络的技术逻辑、宜居与幸福的利益逻辑。针对现阶段数字乡村发展的复杂性、不确定性、脆弱性时刻影响着乡村的整体可持续发展问题,应创新整体性治理路径、适应性治理路径、包容性治理路径、风险性治理路径、内生性治理路径,从而更好地提升数字乡村的韧性治理绩效。

Facing the challenges of COVID-19 epidemic prevention and control and rural governancein the new era,digital rural construction has become a strategic choice for rural vitalization and the onlyway to promote the construction of digital China.The resilient governance of digital villages can be un-derstood as the opposite of rural fragility,the dynamic process of rural development,the combination ofdifferent system resilience and various stable states of rural areas.The construction of resilient gover-nance in digital villages reflects the power logic of order and development,the capital logic of profit andefficiency,the technical logic of communication and network,and the benefit logic of livability and hap-piness.In view of the fact that the complexity,uncertainty and fragility of the development of digital vil-lages at the present stage always affect the overall sustainable development of rural areas,we should in-novate the paths of holistic governance,adaptive governance,inclusive governance,risk governance andendogenous governance,so as to better improve the resilient governance performance of digital villages.
