摘要 [目的/意义]利用人工智能提升信息服务水平已经成为世界诸国实现创新发展、增强国家核心竞争力的重要关注点。芬兰在欧盟率先制定人工智能战略规划和信息服务相关政策并进行了持续实践,值得借鉴。[方法/过程]以芬兰政府印发的人工智能规划及信息伦理政策报告、智能信息服务AuroraAI项目、MyData项目相关文本为主要依据,系统分析芬兰在宏观层面推进智能信息服务的目标定位、动力机制、关键举措与保障措施。[结果/结论]研究表明,芬兰智能信息服务强化“人人受益”与“人人尽力”,对我国相关领域实践有一定启示意义:其一,有必要加强跨学科、高水平的人工智能智库人才队伍建设,为国家人工智能在信息服务领域的应用决策提供有力支持;其二,可进一步加大对人工智能类企业的扶持力度以推进信息服务技术创新;其三,在信息服务模式创新方面,可重点关注公共信息服务模式改革;其四,在信息服务内容创新方面,有必要系统而深入地探索如何提升全民人工智能素养水平。 [Purpose/Significance]Improving information service level based on artificial intelligence has become an important focus for countries to achieve innovative development and enhance national core competitiveness.Finland has taken the lead in formulating and implementing AI strategic planning and information service policies in the EU.[Method/Process]Based on text analysis of the artificial intelligence planning and information ethics policy reports issued by the Finnish government,intelligent AuroraAI project and MyData program,the paper summarized Finland s macro-level promotion of intelligent information services target positioning,motivation mechanism,key actions and support measures.[Results/Conclusions]Studies showed that Finnish intelligent information services strengthened“Everyone is benefited”and“Everyone tries his best”,which had a reference significance for China.First,it is necessary to strengthen the construction of interdisciplinary and high-level AI think tanks to provide strong support for national AI development and application decisions in the field of information service.Second,it is possible to further increase support for artificial intelligence enterprises to promote information service technology innovation.Third,in terms of information service model innovation,more attention should be paid to the service reform of public institutions based on AI.Fourth,for information service content innovation,the research on how to improve AI literacy of the entire population should be promoted systematically and deeply.
