2012—2020年欧盟食品和饲料快速预警系统中饲料通报分析

Analysis on the notifications of feed of European Union rapid alert system for food and feed from 2012 to 2020

自2010年开始,中国成为世界第一饲料生产大国。在全球化经济格局下中国饲料对外出口进一步增加。欧盟食品和饲料快速预警系统(rapid alert system for food and feed,RASFF)作为欧盟食品安全监管的核心平台,使欧盟委员会及各成员国能迅速发现食品安全风险并及时采取措施,避免风险的进一步扩大,进而保证食品安全。中国饲料虽对欧盟出口不多,但本文通过对2012—2020年欧盟食品和饲料快速预警系统中饲料通报进行分析,总结各国通报中的饲料类型、通报类型、通报来源、通报原因、采取措施、风险决策和分销状况等内容,从而对中国饲料监管和饲料生产企业对外出口提供一定的借签意义。从中国出口的饲料看,主要是饲料原料和宠物饲料(食品)存在一些安全问题,包括沙门氏菌检出和肠杆菌含量超标。中国出口的饲料添加剂主要是转基因成分问题。

China has become the largest feed production country in the world since 2010.Under the global economic structure,China’s feed export has further increased.As the core platform of EU food safety supervision,rapid alert system for food and feed could make the European Commission and the member states quickly find the food safety risk and take timely measures to avoid the further expansion of the risk,so as to ensure food safety.Although China’s feed exports to the European Union are not much,this paper analyzed the rapid alert system for food and feed of the European Union from 2012 to 2020,and summarized the feed types,notification types,notification basis,notification reasons,measures taken,risk decision-making and distribution status in the notification of various countries,so as to provide some reference for China’s feed supervision and export of feed enterprises.In terms of feed for export from China,there are some safety problems mainly in feed raw materials and pet feed(food),nonconforming items included Salmonella detection and excessive levels of Enterobacter.The main problems of the feed additives exported from China are transgenic component.
