战略性新兴产业双元创新协同性影响研究

Research on the Influencing Factors of Collaborative Development of Dual Innovation Ability in Strategic Emerging Industries

创新是战略性新兴产业发展的根本动力,开发性创新和探索性创新属性不同,如何实现二者的协同发展是战略性新兴产业双元创新能力建设的核心,也是直接影响产业长期可持续发展的关键问题。本研究从双元创新的平衡性和互补性两个维度出发,分析了创新性产业政策、行业FDI、产业集聚、研发资金投入、科研人员投入五个方面对我国战略性新兴产业双元创新协同性的影响。结果表明,行业FDI、研发资金投入能够显著促进双元创新的协同性发展;科研人员投入与双元创新协同性呈负相关;产业政策、产业集聚与双元创新协同性的关系未能证实。结合战略性新兴产业人才与规模比及创新性产业政策具体内容进一步分析,发现战略性新兴产业经过前期发展和积累暴露出创新性产业政策对双元创新具有异向性作用、不同类型创新所需的专业技术人才结构急需优化等问题。从战略性新兴产业双元创新协同发展考虑,创新性产业政策侧重点应向培育长期探索性创新能力转变,协同引导产业集聚;积极吸引外资,适度扩大开放;加大研发经费投入,提高资金利用率;培养具有专业技术能力的人才,优化科研人员结构。

Innovation is the fundamental driving force for the development of strategic emerging industries.Developmental innovation and exploratory innovation have different attributes. How to achieve the collaborative development of the two is the core of dual capacity building of strategic emerging industries,and it is also a key issue that directly affects the long-term sustainable development of the industry. This study breaks down dual innovation into two dimensions of balance and complementarity and analyzes and explains the impact of dual innovation synergy in China’s strategic emerging industries from the five aspects of industrial policy,economic power,industrial agglomeration,research and development capital investment and scientific research personnel input. The results show that the degree of FDI in the industry and the expenditure on R&D can significantly promote the synergy development of dual innovation,the personnel input of R&D is negatively correlated with the synergy of dual innovation,and the relationship between industrial policy,industrial aggregation and dual innovation synergy has not been confirmed. Combining the ratio of talents to scale in strategic emerging industries and the specific content of industrial innovation policies for further analysis,it was found that the early development and accumulation of strategic emerging industries revealed that industrial policies have an anisotropic effect on dual innovation,and that the structure of professional and technical personnel required for different types of innovations urgently needs to be optimized. Considering the collaborative development of dual innovation in strategic emerging industries,the industrial policies should turn to focus on the exploratory innovation ability,and to synergetic support the industry cluster;actively attract foreign investment and moderately expand opening up;increase the investment of R&D funds and improve the utilization rate of funds;cultivate talents with professional and technical capabilities and optimize the structure of scientific research personnel.
