老旧小区改造中居民参与问题研究

On Residents’Participation in the Reconstruction of Old Residential Areas

居民是社区治理的主体,但在社区治理中表现出参与不足的问题。以L老旧小区改造为例,分析影响居民参与改造的因素,在此基础上认为可从三方面推进居民参与:积极培养居民的公共精神;推进组织化建设,促进居民之间的交往;促进产权治权统一,增加居民利益关联。

Residents are the main body of community governance,but in the community governance shows the problem of insufficient participation.Taking the transformation of old residential area L as an example,this paper analyzes the factors affecting residents’participation in the transformation.To this end,the intermediary role of the unit can be played,and on this basis,residents’participation can be promoted from three aspects:actively cultivating residents’public spirit;promoting the organizational construction and the communication between residents;promoting the unification of property rights and increasing the residents’interest association.
