高校二级学院微观自主的推进策略

Promotion strategies for micro autonomy in secondary colleges of university

摘要 高校办学自主权具有双重属性,即大学相对政府宏观自主,学院相对大学微观自主。在校院系三级建制、校院两级管理模式下,二级学院自主办学面临着学院数量过多、权力较小、学术偏弱的现实困境。推进二级学院微观自主的可行策略,在于学院设置转向宽型组织结构,校院两级管理实行M型结构,学院行政服务学术一元结构,由此逐步从“校办院”向“院办校”转变。 Universities should be dually autonomous,namely,universities are macro-autonomous relative to the government,and colleges are micro-autonomous relative to universities.Under the three-level organizational system of university,college and department,the two-level management model of university and collegel,the independent management of secondary colleges are facing real dilemmas including an excessive number of colleges,little power,and weak academics.The feasible strategies to promote micro-autonomy among secondary colleges lies in the shift of college settings to a wide organizational structure,implementation of a multidivisional structure for the two-level management of university and college,and the adherence to an academic unity structure where college administration serves academics.These will gradually bring about the change from“university-run college”to“college-run university”.
