中越跨境民族与边境流动人口社会治理研究

Research on the Cross-border Ethnic Group and the Social Governance of the Cross-border Floating Population in the Border Area of China and Vietnam

跨境民族是边疆经济社会发展的联系纽带和不容忽视的中坚力量,它们之间各种交往交流交融也为边疆社会长治久安浇筑坚实基座。中越跨境民族在文化交流、跨境婚姻交流、跨境劳务合作和跨境商贸往来等主要形式的交往交流交融活动势如破竹,与此同时跨境民族交往交流交融又对边境流动人口社会治理发挥着重要功能。由此提出,促进中越跨境民族交往交流交融与边境流动人口治理有机融合,把跨境民族治理与跨国区域治理有机结合,构建边境两侧双边国家、政府、社会组织和跨境民族等多元主体参与边境流动人口协同治理模式,以及制定有跨境民族共同参与的边境流动人口多元治理主体集体行动规则体系,以此优化中越边境流动人口社会治理体系。

Cross-border ethnic groups are the link between the economic and social development of the frontier and the backbone that cannot be ignored.The various exchanges and blends among cross-border ethnic groups also pour a solid foundation for the long-term stability of the frontier society.The cross-border ethnic exchanges and exchanges between China and Vietnam are diverse,especially cross-border ethnic cultural exchanges,cross-border marriage exchanges,cross-border labor cooperation,and cross-border business exchanges.At the same time,cross-border ethnic exchanges and exchanges have a great impact on the border.The social governance of the floating population has important functions.Therefore,it is proposed to promote the organic integration of cross-border ethnic exchanges and exchanges between China and Vietnam and the governance of the border floating population,organically integrate cross-border ethnic governance with transnational regional governance,and build a diverse body of bilateral countries,governments,social organizations,and cross-border ethnic groups on both sides of the border.Participate in the coordinated governance model of the border floating population,and formulate a collective action rule system for the diverse governance bodies of the border floating population with the participation of cross-border ethnic groups,so as to optimize the social governance system of the border floating population.
