On the Basic Connotation of the Inner-Party Laws and Regulations of CPC

党内法规是中国共产党在从严管党治党过程中制定并组织实施的重要制度形式,是中国特色社会主义法治体系建设的特色和优势所在。作为一个特定概念,我们可以从“党”“内”“法”“规”四个字的角度,分别阐述“党内法规”丰富的理论内涵。党内法规之“党”字表明党内法规是中国共产党统一意志的规范形态;“内”字表明自治是党内法规的功能定位;“法”字表明党内法规是中国特色社会主义法治体系中的规范类型;“规”字表明党内法规有着自成体系的规章制度形态。对“党”“内”“法”“规”丰富内涵的把握,有助于全面深入认识党内法规的意涵和特征,系统勾勒党内法规的理论认知图景。

The inner-Party laws and regulations(IPLR),as an important institutional form formulated and organized by CPC in the process of comprehensively strengthen Party discipline,are the characteristics and advantages of the construction of the socialist rule of law system with Chinese characteristics.We can elaborate the rich theoretical connotations of“IPLR”respectively from the perspective of the four words,namely,“Party”,“Inner”,“Law”and“Regulation”.The word“Party”indicates that IPLR are the normative form of the unified will of the CPC;the word“Inner”manifests that autonomy is the functional positioning of IPLR;the word“Law”shows that IPLR are a type of norm in the socialist rule of law system with Chinese characteristics.The word“Regulation”demonstrates that IPLR have their own system of rules and regulations.It’s helpful to having a comprehensive and deep understanding of the meaning and characteristics of IPLR,and to systematically outlining the picture of theoretical cognition of IPLR by grasping the rich connotations of“Party”,“Inner”,“Law”and“Regulation”.
