科技报告文献质量评价体系构建及实证研究

Construction of and Empirical Study on the Quality Evaluation System of Scientific and Technical Report Literature

质量是科技报告的生命,在科技报告的质量层次中文献质量是基础性质量。文献质量评价是对科技报告质量的初步评判,准确评价科技报告文献质量,可以辅助评选优秀科技报告,有效引导科技报告质量提升。本文在参考前人研究的基础上,结合工作实际,采用层次分析法,将科技报告文献质量构成因素分为3个一级指标和14个二级指标,赋予权重,构成科技报告文献质量评价体系,并抽取国家科技报告服务系统中的数据进行了实证分析。结果表明,该评价体系具有科学可靠性,评价结果能够较准确地反映科技报告的文献质量状态,可作为科技报告质量最终评价结果的组成部分之一,并为专家进行专业质量和效益质量评价提供参考。

Quality is the lifeblood of scientific and technical report.Literature quality is the basic quality in the quality level of scientific and technical report.Literature quality evaluation is a preliminary evaluation of a scientific and technical report.Accurate evaluation of the literature quality can assist in the selection of excellent scientific and technical reports and effectively guide the improvement of the quality of a scientific and technical report.On the basis of previous studies and in combination with the actual work,in this paper we adopt the analytic hierarchy process(AHP),divide the report of science and technology literature quality factors into three level indicators and 14 secondary indicators with given weights to form the quality evaluation system of report literature of science and technology,and conduct the empirical analysis by extracting data from the National Science and Technology Reporting Service.The result shows that the evaluation system is scientific and reliable.The evaluation results can accurately reflect the literature quality status of scientific and technological reports,can be one of the important parts of the final evaluation results of the quality of scientific and technological reports and can provide experts with reference and assistance in their professional quality evaluation and benefit quality evaluation.
