数字经济驱动城乡产业链深度融合的现状、机制与策略研究

Research on the Current Situation,Mechanism and Strategy of the Deep Integration of Urban and Rural Industrial Chains Driven by Digital Economy

站在全面实施乡村振兴战略的历史节点上,加快形成新发展格局对推动城乡融合、形成新型城乡关系、畅通城乡经济循环提出了更为迫切的现实要求。产业融合是城乡融合的基础,数字经济为实现城乡产业链深度融合与升级提供新要素、注入新动力,具有高渗透、高价值、高技术、非竞争性,能够深化城乡产业分工,产生数字重生赋能效应、数字融生平台效应、数字增生长尾效应、数字新生蝶变效应,渐进式实现城乡产业链从流程、产品升级到范围、结构层面的功能升级,最终实现系统性链条升级。经过多年实践,中国数字经济驱动城乡产业链深度融合的现实基础已初步具备,但仍存在一些薄弱环节,有待从培育城乡产业链协同发展新模式、探索城乡产业链数字化深度融合新场景等角度进行突破。

Standing on the historical point of the comprehensive implementation of the Rural Revitalization Strategy,accelerating the formation of a new development pattern puts forward more urgent practical requirements for promoting urban-rural integration,forming a new urban-rural relationship and unblocking the urban-rural economic cycle.Industrial integration is the basis of urban-rural integration.Digital economy provides new elements and injects new power to realize the deep integration and upgrading of urban-rural industrial chain.It has the features of high penetration,high value,high technology and non-competitiveness.Digital economy can deepen the industrial division between urban and rural areas,and produce the enabling effect of digital rebirth,the platform effect of digital integration,the long tail effect of digital proliferation and the butterfly effect of digital rebirth,gradually realizing the functional upgrading of urban and rural industrial chains from process and product upgrading to scope and structure,and finally achieving systematic chain upgrading.After years of practice,the realistic foundation for China′s digital economy to drive the deep integration of urban and rural industrial chains has been preliminarily established,but there are still some weak links,which need to be broken through from the perspectives of cultivating a new model of coordinated development of urban and rural industrial chains and exploring a new scene of digital deep integration of urban and rural industrial chains.
