国土空间规划的国家战略思维

National Strategic Thinking of Land Spatial Planning

随着党和国家治国方略的不断调整和治理能力的不断提升,城乡发展呈现越来越明显的差异性和特色化,空间规划进入了新的阶段,国土空间规划体系应运而生。为探究新时代国土空间规划体系响应党治国方略和国家治理能力的路径方法,通过解读国家战略、梳理国土空间规划体系、剖析相关项目的实践经验,发现国土空间规划从空间资源配置的角度强调战略思维,尤其是对国家战略思维下沉的落实,对国家战略思维的理解与融入是地方空间规划能否顺利实施的关键。最终从国家战略视角,提出新时代国土空间规划中如何体现国家战略意图,并从战略的角度做出技术应对,以期取得更好的空间治理成果。

With the continuous adjustment of the party's and the country's governance strategy and the continuous improvement of governance ability,urban and rural development presents more and more obvious differences and characteristics.Spatial planning has entered a new era,and the territory spatial planning system came into being.To explore the methods and measures for the territory spatial planning system to respond to the party's governance strategy and national governance ability in the new era,this paper interprets the national strategy,combs the territory spatial planning system,and analyzes the practical experience of relevant projects.It is found that the territory spatial planning emphasizes strategic thinking from the perspective of spatial resource allocation,especially the implementation of the sinking of national strategic thinking,the understanding and integration of national strategic thinking is the key to the implementation of local spatial planning.Finally,ftom the perspective of national strategy,this paper puts forward how to reflect the national strategic intention in land and space planning in the new period,and makes technical responses from a strategic perspective,to achieve better results in space governance.
