市级国土空间规划中的城镇开发边界划定思路

Discussion on Demarcation of Urban Development Boundary in Municipal Territory Spatial Planning

城镇开发边界是中国国土空间规划体系下重要的城市空间增长和土地利用管控工具,旨在协调国土空间开发与保护的关系,避免城镇发展空间与生态农业空间利用冲突,引导城镇空间集聚高质发展。随着中国国土空间规划编制工作的逐步深入,市级城镇开发边界划定工作作为承上启下的核心规划环节之一,其重要性和严肃性日益凸显,其划定方法与以往开发边界划定实践和探索存在较大差异,划定思路和技术细节亦需深入探讨和进一步完善。根据市级国土空间规划编制面临的问题,结合市级国土空间规划编制实际工作内容展开研究,确定边界分类、刚弹管控、价值取向和城土协调初步思路,并提出相关工作建议。

Urban development boundary is an important tool for urban spatial growth and land use control in China's territorial spatial planning system.It aims to coordinate the relationship between territorial spatial development and protection,avoid the conflicts among urban development space,ecological space and agriculture space,and guide urban spatial agglomeration and high-quality development.Along with territory spatial planning work,delimitation of the municipal urban development boundary works as one of the core link of planning,vdiich forms a connecting link between the preceding and the growing importance and seriousness.The methods of delimiting are very diferent with those that used in the past.Lots of discussions and explorations are needed to improve the thoughts and technical details.In view of the problems faced in the formulation of municipal territorial space planning,combined with the actual work content of municipal territorial space planning,this study was carried out to determine the preliminary thinking of boundary classification,rigid and missile control,vahie orientation and integration of urban planning and land use planning,and put forward relevant suggestions.
