国土空间规划视角下省域公共文化设施专项规划研究--以海南省为例

Research on the Special Planning of Public Cultural Facilities in Provincial Territory from the Perspective of Territory Spatial Planning:a Case Study of Hainan Province

在国土空间规划全面展开编制的背景下,专项规划如何编制成为重要议题。首先基于专项规划面临的问题,探讨了专项规划在规划体系中的定位和作用。其次,结合海南省公共文化设施规划,总结了公共文化设施规划面临等级标准不一、地区差异大、人群需求多元、运营绩效不高、保障体系不健全的问题。再次,为支撑国土空间总体规划的编制,完善公共文化服务体系规划方法,研究在精细化理念和人本理念的指导下,从人群需求的差异化研究、标准体系建设、公共文化产品和保障体系建设4个方面,完善公共文化服务体系规划编制方法。最后,提出专项规划应完善协同机制、传导机制、精细化机制、弹性机制和全过程机制。

Under the background of land territory spatial planning,how to prepare special planning has become an important issue.Hrstty,based on the problems feced by special planning,this paper discusses the positioning and fiinction of special planning in the planning system.Secondly,combined with the public cultural ficilities planning of Hainan province,summarizes the problem of difierent criteria level,regional diferences,diverse needs of the group,the performance of low,security system Again,to support the general planning ofland and space,perfect the system of public cultural services planning method,research under the guidance of refinement concept and humanistic ideas,The planning and compilation method of public cultural service system has been improved from four aspects:the difierentiation study of the needs of the population,the construction of standard system,and the construction ofpubEc cultural products and security system.Finally,it is proposed that special planning should improve the coordination mechanism,transmission mechanism,refinement mechanism,elastic mechanism and whole process mechanism.
