摘要 基于农业机械利用率及报废回收问题提出了农业机械化发展建议。指出全程全面高质量的农业机械化应统筹考虑农机利用率及报废回收问题,在农机化水平发展瓶颈的制约下应基于开源节流的思想充分提高农业机械化各环节的综合利用率,实现绿色高效的农业机械化。一是要通过鼓励农机租赁及跨区作业,探索集体承包责任制下的农机作业服务管理制度,建立农机资源信息化公共服务平台,推进企业化管理与经营的农机服务组织建设,引导农户理智购买农机具等举措提高农机的综合利用率;二是要通过推进制定立法,完善报废更新制度体系,拓展回收渠道等举措提高农机的报废回收水平。 Some suggestions for the development of agricultural mechanization were put forward Based on the utilization rate and scrap recovery of agricultural machinery.It was pointed out that the utilization rate and scrap recovery of agricultural machinery should be considered in the whole process of comprehensive and high-quality agricultural mechanization,and under the restriction of the development bottleneck of agricultural mechanization level,the comprehensive utilization rate of all links of agricultural mechanization should be fully improved based on the idea of increasing revenue and reducing expenditure,so as to realize green and efficient agricultural mechanization.First of all,some measures should be implemented to improve the comprehensive utilization rate of agricultural machinery,such as encouraging agricultural machinery leasing and cross regional operation,exploring the agricultural machinery operation service management system under the collective contract responsibility system,establishing the information public service platform of agricultural machinery resources,promoting the construction of agricultural machinery service organization of enterprise management and operation,and guiding farmers to purchase agricultural machinery rationally.Secondly,it was necessary to improve the level of agricultural machinery scrap recovery by promoting legislation,improving scrap update system,expanding recycling channels and other measures.
