韧性视角下城乡防灾一体化规划的若干思考

Reflections on the Integrated Planning of Urban-rural Disaster Prevention from the Perspective of Resilience

在当前我国国土空间规划体系重构和乡村振兴战略实施的背景下,为了破解城乡防灾减灾二元化问题,本文基于韧性理念探索了城乡防灾一体化规划的内容与方法体系。在剖析城乡系统防灾内涵的基础上,从规划的基本原则、防灾本底、空间结构、防灾设施和社会治理等多个维度,提出了完整的防灾规划策略,为城乡防灾一体化规划发展提供借鉴。

In order to solve the dual problem of urban and rural disaster prevention and mitigation,this paper explored the content and method system of integrated urban and rural disaster prevention planning based on the concept of resilience in the context of the current territorial spatial planning system restructuring and rural revitalization strategy implementation.On the basis of analyzing the connotation of disaster prevention in urban and rural systems,this paper put forward a complete disaster prevention planning strategy from the basic principles of disaster prevention,spatial structure,disaster prevention facilities and social governance,etc.,which can provide reference for the development of urban-rural disaster prevention integration planning.
