摘要
当前我国正在全面建设公益普惠的学前教育公共服务体系。在此进程中,普惠性民办园的建设成为重中之重,也是难点之所在。民办园主动并长期稳定提供普惠性服务的关键,取决于政府对普惠性民办园扶持责任的认知和担当。故政府在扶持普惠性民办园中,要充分认识和明确自身的主导责任,更要讲究扶持政策的科学规划、制定和有效执行,做到扶持中基于办园成本核算,根据普惠性学位的数量、办园质量及招生对象实施差异化扶持,组合人、财、物、事等维度的多途径支持方式,努力提高政策的执行度和效能。唯有如此,才能以国家初步实现的普惠园覆盖率的目标为新起点,通过政策的杠杆作用达成对公益普惠目标的不懈追求,促进普惠性民办园实现“普惠”和“优质”的共赢。
At present,our country has put forward the principle of adhering to public welfare and universal benefits,and constructing the public service system of preschool education in an all-round way.In this process,What seems to be the most im⁃portant yet difficult is the construction of inclusive private kindergartens.The key to their proactive and long-term stable delivery of inclusive services depends on the government’s correct cognition and responsibility of supporting the inclusive private kinder⁃gartens.Thus the government should fully understand and clarify their major responsibilities,and should pay more attention to the scientific planning and effective implementation of supporting policies based on the cost of running a kindergarten,the pro⁃spective number of children to go to such kindergartens,the quality of service and the different background of enrolled children.They should also adopt a multi-channel support method in the dimensions of people,finance,materials,and businesses,and strive to improve the implementation and effectiveness of policies.Only in this way,can the government take the goal of the initial coverage rate of inclusive private kindergartens as a new starting point,unremittingly pursue the goal of inclusive public welfare through the leverage of the policy,and help inclusive private kindergartens achieve“universal benefit”and“high quality”.
