普惠性学前教育公共服务体系建设:困境与突破路径 被引量:6

摘要 建设普惠性学前教育公共服务体系是党中央对教育事业提出的新要求,也是我国学前教育事业砥砺前行的新坐标。然而普惠性学前教育公共服务体系仍存在诸多困境:普惠性资源总量不足,供需矛盾突出;财政投入体制未能起到促进公平的作用;优质普惠性资源供给不足,分配不均。现实困境的根源在于制度供给与需求不匹配。在以供给侧改革引领的转型发展中,制度创新与制度供给成为改革的关键突破口,应建立与完善激励与约束机制、财政制度、健全监管与评价制度等,以此形成推进普惠性学前教育公共服务可持续发展的制度框架。 Constructing the public service system of generally beneficial pre-school education is the new requirement of the Central Committee of the Party for education,and it is also a new coordinate for the development of pre-school education in Chi⁃na.However,there still exist many challenges and dilemmas:the beneficial pre-school resources is insufficient,and the contra⁃diction between supply and demand is prominent;the financial input system fails to promote fairness;there is an insufficient sup⁃ply of high-quality resources and an uneven distribution.The root of the above dilemmas lies in the mismatch between system supply and demand.In the transformation and development of pre-school education led by supply-side reform,system innova⁃tion and supply have become the most important and key breakthroughs.We should establish and improve the incentive and re⁃straint mechanism,financial system,and improve supervision and evaluation system in order to form an institutional framework to promote the sustainable development of inclusive preschool education public services.
