APEC框架下主要经济体结构性改革的进展、动向与启示

The Progress,Trends and Enlightenment of Structural Reforms in Major Economies under the APEC Framework

结构性改革议题是亚太经济合作组织(APEC)重点关注的议题。2016—2020年,APEC框架下第三轮结构性改革重心包括:加强数字经济发展,增强创新动能;推动中小企业发展,增强市场主体活力;优化行政流程,打造高质量的营商环境和监管环境;注重特殊群体的就业促进,确保劳工权益等内容。2021—2025年,APEC将主要在以下几个方面持续发力:营造开放、透明和竞争性的市场环境;推动经济复苏以抵御未来的潜在冲击;确保社会所有群体能平等获得更具包容性、可持续性的经济增长;利用创新、新技术与技能提升,加速生产力提升和数字化转型等。我国应充分结合APEC结构性改革动向,做好以下五方面工作:一是进一步优化营商环境,提高政务服务效率;二是为中小企业发展提供更好的融资环境;三是加强数字经济发展;四是完善新业态下劳工权益保护机制;五是在APEC框架下积极参与多边国际治理、推介改革成果。

The topic of structural reform is a key focus of the Asia-Pacific Economic Cooperation(APEC).From 2016 to 2020,the focus of the third round of structural reforms under the APEC framework includes:strengthening the development of the digital economy and enhancing innovation momentum;promoting the development of small and medium-sized enterprises and enhancing the vitality of market entities;optimizing administrative procedures to create a high-quality business environment and regulatory environment;pay attention to the employment promotion of special groups and ensure labor rights and other content.From 2021 to 2025,APEC will continue to make efforts in the following areas:creating an open,transparent and competitive market environment;promoting economic recovery to withstand potential future shocks;ensuring that all groups in society have equal access to more inclusive,Sustainable economic growth;utilize innovation,new technology and skill enhancement to accelerate productivity improvement and digital transformation.China should fully integrate the APEC structural reform trends and do the following five aspects:Firstly,further optimize the business environment and improve the efficiency of government services;secondly,provide a better financing environment for the development of small and medium-sized enterprises;thirdly,strengthen the development of the digital economy;the fourth is to improve the labor rights protection mechanism under the new business model;fifthly,actively participate in multilateral international governance and promote reform achievements under the APEC framework.
