体系化融合:大都市郊区农村集体经济的实现样态转型——以上海市F区的政策经验为例

Systematic Integration:The Transformation of Rural Collective Economy in the Suburbs of Metropolis--Take the Policy Experience of District F of Shanghai as an Example

壮大农村集体经济是乡村产业兴旺的重要内容,农村集体经济也是实现乡村治理现代化必不可少的经济基础。本文试图以城乡关系紧密度为理论视角,在学理上解析大都市在城乡关系紧密化发展趋势下郊区农村集体经济遭遇的发展困难和艰难转型。以上海市F区的政策经验为例,分析大都市郊区农村集体经济发展通过一种“体系化融合”的方式实现城市经济与乡村经济的互嵌与融合,促成“飞地型”集体经济、配套型集体经济和文旅型集体经济等新型集体经济实现样态的发展。

Strengthening the rural collective economy is an important part of the prosperity of rural industries,and the rural collective economy is also an indispensable economic foundation for modernizing rural governance.This article attempts to analyze the development difficulties and difficult transitions encountered by the rural collective economy in the suburbs under the development trend of the close urban-rural relations in the metropolis from the theoretical perspective of the closeness of urban-rural relations.Taking the policy experience of District F of Shanghai as an example,this paper analyzes the development of rural collective economy in the suburbs of metropolises through a“systematic integration”approach to realize the inter-embedding and integration of urban economy and rural economy,and promotes the development of new collective economy such as“enclave”collective economy,supporting collective economy and cultural tourism collective economy.
