中国共产党探索社会治理现代化的百年历程——以注意力资源配置为视角

The Centennial History of the Communist Party of China Exploring the Modernization of Social Governance—From the Perspective of the Allocation of Attention Resources

作为国家治理的重要组成部分,社会治理是中国共产党在长期的实践探索中形成的伟大创新。注意力资源作为一种特殊的稀缺资源,代表着决策主体对特定领域的关注程度,其实质是权力主体对议题偏好的组织化过程。以注意力资源配置为视角,可将中国共产党百年社会治理大致划分为党政同构的组织化社会治理、党社合作的参与型社会治理、党领共治的共享型社会治理等三个阶段。每个阶段的社会治理目标、举措和步骤,既有继承,又有发展。中国共产党百年社会治理的经验逻辑在于:通过预期引领机制、适应性调节机制、经验传承与接续机制的共同作用,社会治理现代化不仅冲破了旧有体制和制度的束缚,而且得到了可供迂回和调整的弹性空间。

As an important part of national governance,social governance is a great innovation created by the Communist Party of China in its long-term practical exploration.As a special scarce resource,attention resource represents the degree of attention of decision makers to a specific area,which is in essence the process of organizing issue preferences of power subjects.From the perspective of attention resource allocation,the social governance of the Communist Party of China in the past century can be roughly divided into three stages:the organized social governance of party-government homogeneity,the participatory social governance of party-society cooperation,and the shared social governance of party-led governance.The goals,measures and steps of social governance at each stage are the inheritance and development of last stage.The empirical logic of the centenary development of the Communist Party of China in social governance lies in the fact that through the mechanisms of anticipatory guidance,adaptive adjustment,experience inheritance and continuation,the modernization of social governance has not only broken through the shackles of old systems and institutions,but also gained access to flexible space for detours and adjustments.
