土地承包经营权流转平台是农业产业综合体土地流转的中心阵地,从国家到各级政府明确要求建立符合农业发展的土地流转服务平台或服务中心,完善相关服务体系,健全农村土地流转市场。综合体土地流转平台服务体系建设研究能有效促进农业产业综合体内土地的有效流转。本文通过对土地流转服务平台的概念进行界定,探究土地流转平台建设的意义,发现土地流转平台建设中存在的问题,构建以"村委"为主导的土地流转信息服务中心,界定农业产业综合体土地流转平台在基本交易、监督维权和政法服务各系统的功能,以期对农业产业综合体土地流转服务平台建设提供参考借鉴。

The transfer platform of land contractual management right is the central position of land transfer of flue cured complex.From the state to governments at all levels,it has also been clearly required to establish a land transfer service platform and service center in line with agricultural development,and improve the relevant service system,so as to establish and improve the rural land transfer market.The research on the construction of land transfer platform ser-vice system of flue-cured complex can effectively promote the effective transfer of land in the flue-cured tobacco indus-try complex.This paper defines the concept of land transfer service platform,explores the significance of the construc-tion of land transfer platform,finds the problems existing in the construction of land transfer platform,constructs a land transfer information service center dominated by"village committee",and defines the functions of the land transfer plat-form of flue-cured complex in various systems such as basic transaction,supervision and rights protection and political and legal services,In order to provide reference for the construction of land transfer service platform.
