东莞市某医院养护中心医养结合模式研究

Research on Mode of Integration of Medical Treatment and Elderly Care in a Nursing Center of a Hospital in Dongguan

为应对日益严重的人口老龄化问题,全国各地都在积极探索医养结合模式。本研究重点介绍国家级医养结合试点单位东莞市某医院养护中心医养结合模式,并运用SWOT模型分析该模式的内部优势、劣势、外部机遇、威胁。该模式有减少基本医疗保险基金支出、充分利用医院闲置资源、局部解决老年人医养服务问题等优势,但也存在医养服务运营成本高、医养服务费用高、医养服务资金投入大等问题。建议政府出台优惠政策降低固定成本支出,减少医务人员控制运营成本,分级补贴失能老年人,倡导老年人护理相关专业毕业生从事老年人护理工作,给予养老护理员特殊公益性岗位补贴等。

In order to cope with issues involving the ever-growing population ageing,the mode of integration of medical treatment and elderly care is proactively explored around the country.This study mainly introduced a mode of integration of medical treatment and elderly care in a nursing center of a hospital in Dongguan,which is an experimental unit of national integration of medical treatment and elderly care.And then internal strengths and weaknesses as well as external opportunities and challenges were analyzed in the study using SWOT models.Strengths were found in the decrease of fundamental fund expense of health care insurance,full utilization of spare resources,partially resolving the problem of medical treatment and elderly care service of older people and so on.However,it still remained the issues of high operation cost,high consuming fee and large investment in services of medical treatment and elderly care.The government is suggested to introduce preferential policies to reduce fixed costs,lower control and operation costs of medical personnel,subsidize disabled elderly people according to different levels,encourage graduates majoring in health care of the aged to engage in this field,and subsidize employees who work at public welfare position in health care of the aged.
